Modern power boards are not linear power supplies. You cannot simply probe random points and expect to understand the circuit. The LA-H103P uses complex Pulse Width Modulation (PWM) controllers, optocouplers for feedback isolation, and multiple secondary windings. Without the schematic, you are effectively blind.
