Open Rufus and click the small arrow next to "SELECT" to change it to "DOWNLOAD." and select Windows 8.1

If your processor supports it (almost all CPUs from the last decade do), you should always choose the 64-bit version from the AIO ISO menu. Only choose 32-bit if you are installing Windows on very old hardware or have a specific legacy application requirement.
