Emulators are legal. Downloading ROMs/isos of games you do not own is piracy. If you own an original FH2 disc, you can legally rip it to your PC.
Since there is no native PC port, your only legal and functional option is via Xbox Cloud Gaming (part of Xbox Game Pass Ultimate) .
