The Windows 10 22H2 client required CredSSP level: Protected . The Server 2016 was on an older patch level (pre-April 2018). The team applied the registry fix ( AllowEncryptionOracle = 2 ) on the server as a temporary measure, then scheduled the monthly maintenance to fully update the Server 2016 to the latest CU (Cumulative Update), which synced the CredSSP levels. After rebooting the server, they removed the registry workaround, and connections resumed.
