The film opens with police officer Ram (Jackie Shroff) chasing the notorious terrorist and gangster Ballu (Sanjay Dutt). Ballu escapes, but his girlfriend (and accomplice) Ganga (Madhuri Dixit) is arrested. To catch Ballu, the police devise a plan: release Ganga to act as a mole. However, Ganga is actually an undercover police officer (CBI) who has been in love with Ram for years. The twist: Ballu is Ram's childhood friend who turned to crime after being wronged by society.
