Street Fighter II was developed by Capcom, a renowned Japanese video game developer and publisher. The game was designed by Takashi Nishiyama, a veteran game designer, and programmed by Hiroshi Matsumoto. The concept of Street Fighter II was born out of the success of the original Street Fighter, released in 1987, which introduced many of the gameplay mechanics that would become standard in the fighting game genre.

However, the design is iconic. Character designer Masami Ōbari (known for Detonator Orgun ) gave the series a distinct "Vibe." The characters are leaner than their game counterparts. Ken’s fiery red hair looks like molten metal. Vega’s mask is terrifyingly skeletal. The backgrounds—from the neon-drenched streets of a fictional American metropolis to the bamboo forests of Japan—are painted with a moody, watercolor touch that modern anime rarely replicates.
