Autodesk maintains a knowledge base with direct download links. Search for "AutoCAD 2021 Language Pack download list" on their support portal. Look for the file naming convention: AutoCAD_2021_Language_Pack_[Locale]_Win_64bit_dlm.sfx.exe

Alternatively, re-run the Language Pack .exe – it usually offers a option.

A Language Pack changes the user interface (menus, ribbons, tooltips, command line, and dialog boxes) of AutoCAD to a different language. It does change the language of existing drawing text (annotations).
