Create a Settings folder inside the portable directory. Go to Edit > Preferences > General and check "Save preferences automatically on exit". Now your brushes, actions, and palettes follow your USB stick.

File size warning: A genuine portable CS3 is around 80-120 MB. Anything larger (500MB+) likely includes unnecessary junk or malware.
